If you have an interest in working for an office that is responsible for advising and assisting senior Treasury officials in formulating and executing policies and programs related to international, economic, financial and monetary fields, we invite you to consider joining the Department's Under Secretary for International Affairs office as a member of the Markets Room Office team.

The Markets Room Office covers global financial market issues for the Secretary, Undersecretaries, Assistant Secretaries and other senior staff in the International Affairs and Domestic Finance wings of the U.S. Treasury. The Markets Room mandate includes: (i) Assessing market trends and identifying vulnerabilities, with a particular focus on foreign exchange, Treasuries and other sovereign debt, credit, structured finance, and emerging markets; (ii) Evaluating market-related policies and their impact; (iii) Formulating a unified view within Treasury of global financial market conditions; (iv) Interacting with market participants in New York and other financial market centers, as well as with the Federal Reserve Bank of New York and other agencies.

Major Duties:
As the Supervisory International Economist (Deputy Office Director of International Affairs), in the Office of International Affairs, Markets Room Office, you will perform the following duties at the GS-15 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Plans and conducts economic research and studies to help formulate proposed Treasury Department and U.S. government policy priorities related to specific countries or regions of the world. These studies are sued by senior Treasury officials in meetings of interagency groups and international organizations.
Tracks relevant legislation and provide assistance to senior Treasury Department officials on proposed legislation or general issues relating to issues of the Office.
Support the Director in overseeing the creation, negotiation and adoption of U.S. initiatives that encourage sound economic and financial growth abroad.
Outputs are wide ranging and include daily markets briefings for senior U.S. policymakers, in-depth analysis on market structure in the United States and around the world, and a range of ad hoc products. The position offers high visibility within the Treasury Department.
Qualifications:
You must meet the following requirements by the closing date of this announcement:Candidates MUST provide sufficient information at the time of application to determine that the Basic Education Requirements listed below, as well as additional requirements, are met. A copy of college transcripts or list of college courses designating semester or quarter hours earned showing that you meet the Basic Education is required. If selected, you MUST verify that you meet these requirements before appointment by, at a minimum, providing official college transcripts.

BASIC REQUIREMENTS

A. Successful completion of a full 4-year course of study in an accredited college or university that met all of that institution's requirements for a bachelor's or higher degree with a major in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR

B. A combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Examples of qualifying experience include:
a. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
b. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; OR
c. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following: personal research that produced evidence of results; direction of graduate theses in economics; OR service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience.
This position has a positive education requirement. Please note that the education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
For the GS-15 level
, specialized experience is defined as one year of experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal service or comparable experience in the private sector that demonstrates a strong international economic analysis background and regular assignment of independent work performing research and analysis of many issues relating to international economic issues in order to make policy recommendations to senior officials.
For the GS-14 level
, specialized experience is defined as one year of experience equivalent to the GS-13 level in the Federal service or comparable experience in the private sector that demonstrates a strong international economic analysis background and regular assignment of work performing research and analysis of issues relating to international economics to make policy recommendations to senior officials.
Candidates for both levels should be strong economists with a background or keen interest in understanding the connections between financial markets and the economy. They should also have the flexibility and teamwork skills necessary to work in a fast-paced trading floor environment. Strong writing and oral communication skills are absolutely essential, and the ability to manipulate data and draw on technical skills is critical. Managerial experience is desirable.
