PURPOSE
As part of a matrix based organization, this role is responsible for program/project management as well as for managing a team specializing in a technical discipline.
Responsible for all aspects of the development and implementation of large, highly complex, multi-platform initiatives. Takes projects from original concept through final implementation by defining project scope and objectives, developing detailed work plans, schedules, project estimates, resource plans, and status reports. In addition, conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Provides technical and analytical guidance to project team.
Responsible for direct management for a technical team specializing in a discipline such as Technical Business Analyst and/ or Quality Assurance and Testing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Proactively manages full life-cycle of IT initiatives, including overall project plan, scope, change control, risks, issues, impacts, and reporting through standardization and best practice project implementation.
2. Provides project management and direction to ensure overall success of assigned initiatives by developing project implementation plans including scope of project, project goals, scheduling and deliverables that support business goals in collaboration with management.
3. Develops an appropriate implementation plan that focuses on current and future functional performance objectives, TCO and compliance with Enterprise standards.
4. Defines project success criteria, in collaboration with project sponsors. Manages changes in project scope, identifies potential risks and devises contingency plans.
5. Drafts and submits budget proposals and recommends subsequent budget changes; estimates resources and participants needed to achieve project goals.
6. Determines and assesses requests for additional staff and/or consultants and works with and retains outside service providers where needed to complete IT projects.
7. Promotes the use and adoption of standard Client Project Management Methodology (PMM) and supports functional and IT project managers by providing guidance in the usage of PMM.
8. Collaborates to develop, and appropriately executes, a communication strategy, including stakeholder analysis, ongoing communications and adoption plans.
9. Determines the frequency and content of status reports from the project team, analyzes results and troubleshoots problem areas and delivers overall progress reports to senior management.
10. Negotiates with department managers, when necessary, regarding the support of required personnel within the company to ensure project continuity through completion.
11. Manages relationships across organization and divisions to develop a thorough understanding of core business functions and align project with overall business objectives
12. Conducts quality assurance audits in support of project quality plan, including project post-mortem assessments and suggest improvements in process or procedure.
13. Ensures adherence to best practices and established policies and procedures to ensure integrity and quality of projects; develops standards and processes as needed.
14. Supervises assigned employees including staff selection and training, planning, assigning and directing work; conducting performance reviews; rewarding and disciplining employees; addressing complaints and resolving problems.
15. Understands and observes all safety procedures and practices and ensures that employees observe all safety procedures and practices in order to prevent injuries or damage; schedules periodic safety meetings and solicits recommended changes to improve safety procedures.
16. Other duties may be assigned.
COMPETENCIES
Subject matter expert (SME) in all aspects of project management and applicable business functions
Experience directly managing technical team resources
Excellent knowledge of current internet technologies
Excellent verbal and written communications skills including presentation, facilitation
Excellent analytical skills and the ability to define problems, collect data, establish facts and draw valid conclusions
Strong ability to use tact and skill in dealing with other staff, management and vendors
Excellent organization skills including prioritizing tasks in a high-pressure, unpredictable environment
Certified Project Management Professional (PMP) and/or Certified Associate in Project Management (CAPM) desired
Strong knowledge of the Software Development Lifecycle with experienced in:
Java, J2EE, HTML, JSP, JSP, Spring, XML, Hibernate, Oracle, SQL, PL/SQL, Windows AIX
Enterprise technologies, Web applications, portals and collaboration sites
Mapping of business functions to services
Project management software i.e. MS Project
MINIMUM REQUIREMENTS
Bachelors degree in Information Technology or related field and six (6) years experience in information technology or related field; or equivalent combination of education and experience.
