Job description: The Office of the Chief Counsel provides legal advice to, and legal representation of, U.S. Customs and Border Protection (CBP) officers in matters relating to the activities and functions of CBP. The Office is also responsible for reviewing proposed actions to ensure compliance with legal requirements, preparing formal legal opinions, preparing or reviewing responses in all court actions, civil or criminal, involving CBP, and developing, implementing, and evaluating nationwide programs, policies, and procedures within its functional areas. The Office of the Chief Counsel has both a Headquarters and a field structure. The Headquarters office is located in Washington, D.C. and its activities are divided broadly into three functional areas: Ethics, Labor and Employment; Enforcement; and Trade and Finance, under the supervision of Associate Chief Counsels. The field structure consists of Associate and Assistant Chief Counsels located in major cities across the United States who advise CBP field managers in their geographic areas.
Major Duties:
This position is under the supervision of the Associate Chief Counsel for Trade and Finance. Attorneys in the Trade and Finance Section work on a wide variety of legal matters including trade, procurement, appropriations, torts and fiscal law. The incumbent will work closely with Agency officials in these matters, rendering timely legal advice, assistance and representation.
In particular, the incumbent provides legal advice on trade matters pertaining to the admissibility and entry of merchandise, the classification, value and origin of merchandise, intellectual property rights issues and the assessment, collection, and/or refund of duties, taxes and user fees. The incumbent also provides legal advice pertaining to agency licensing activities and the negotiation and/or implementation of international trade agreements. The incumbent reviews agency regulatory proposals and rulings for legal sufficiency.
The incumbent renders legal advice in procurement matters. These matters include the statutory and regulatory basis for acquisition policies and practices, as well as methods of acquisition. The incumbent will advise the agency regarding contract formation, performance, modification, termination and dispute resolution. The incumbent will review acquisition actions for legal sufficiency. The incumbent may also furnish legal representation in contract actions filed with the Government Accountability Office, the Board of Contract Appeals and the agency.
The incumbent provides assistance to the Department of Justice in actions filed against CBP in the Court of International Trade, Court of Federal Claims, and the various District Courts and Courts of Appeal.
Qualifications:
Applicant must be a graduate from a full course of study in a
School
of
Law
accredited by the American Bar Association and be an active member in good standing of the bar of a state, territory of the
United States
, the
District of Columbia
, or the
Commonwealth
of
Puerto Rico
Specialized Education:
Recent law school graduates may be appointed to attorney positions at the GS-11 level with the following additional qualifications: rank in the top 1/3 of graduating class; participation on the school's official Law Review; membership in the Order of the Coif; or winning of a moot court competition. An interim appointment of 14 months may be made pending the selectee's admission to the bar.
If you have fewer than five (5) years of legal experience, you must submit a copy of your law school transcript and grade point average or class ranking with your application materials.
You must be a U.S. citizen or national to qualify for this position.

You will be required to do some travel.
